Consultation on a quality enhancement system for TNE: our response

The Chartered ABS has responded to a consultation by Universities UK, GuildHE and the Quality Assurance Agency for Higher Education on the possible scope and future form of a quality enhancement system of UK Higher Education Transnational Education (TNE). The Chartered ABS received support from the British Academy of Management in the drafting of this response.

We believe that any quality enhancement system of UK TNE should have consistent and recognised standards which provide a clear marker of quality whilst accommodating the variation in HE contexts that exist across the different countries where UK institutions provide TNE. While there will be a need to conduct periodic reviews on a country by country basis, it should not be necessary to do this annually. However, the scale of TNE and the number of countries in which UK HE providers have arrangements probably means that the number of locations for quality enhancement review needs to be increased from the three countries/regions per year that is proposed in the consultation document.

Safeguarding the quality and reputation of UK TNE is crucial in ensuring that UK Higher Education remains a high-value export. This consultation was launched to hear the views from UK universities and representative bodies about how this could be achieved.
